What You Should Know About the PhilHealth YAKAP Program

As a government employee and public school teacher, I recently updated my service provider under the PhilHealth YAKAP Program so I could fully maximize the healthcare services available to members like us. The process of updating my assigned Konsulta provider was actually smoother than I expected, and it opened access to several medical services that are very helpful, especially for teachers who often have busy and stressful schedules.

After updating my provider, I was able to avail different healthcare services including medical consultations with doctors, laboratory services, and even free medicines for certain conditions. One thing I appreciated most was that I did not need to worry immediately about expensive consultation fees because the services were covered through the program. It was a huge help, especially for routine checkups and preventive healthcare.

What is the PhilHealth YAKAP Program?

The PhilHealth YAKAP Program stands for “Yaman ng Kalusugan Program.” It is PhilHealth’s expanded and upgraded version of the old Konsulta Program, officially launched in July 2025 as part of the government’s push for stronger preventive and primary healthcare in the Philippines.

What benefits are included in YAKAP?

Under YAKAP, members can access several outpatient and preventive healthcare services through accredited YAKAP clinics.

1. Free Consultations / Checkups

Members can consult with accredited doctors without paying consultation fees in participating facilities.

2. Laboratory Tests

Covered laboratory procedures include:

  • Complete Blood Count (CBC)
  • Lipid Profile
  • Blood Sugar Tests
  • HbA1c
  • Creatinine
  • Chest X-ray
  • ECG
  • Urinalysis
  • Pap Smear
  • Fecalysis
  • Fecal Occult Blood Test

and several others.

3. Free Medicines (GAMOT Package)

YAKAP also includes the GAMOT package (“Guaranteed and Accessible Medications for Outpatient Treatment”).

PhilHealth expanded medicine coverage significantly:

  • from around 21 medicines before
  • to about 75 medicines by 2026.

Who can avail of YAKAP?

All Filipinos covered by PhilHealth may benefit from YAKAP, including:

  • members
  • dependents
  • children
  • senior citizens
  • OFWs
  • PWDs
  • solo parents
  • 4Ps beneficiaries

How do you use the program?

General process:

  • Be an active PhilHealth member or dependent.
  • Register with a YAKAP-accredited clinic/provider.
  • Visit your assigned clinic for checkups and assessment.
  • The doctor may request labs or prescribe medicines.
  • Avail benefits through accredited facilities/pharmacies.

Step-by-Step: How to Register for YAKAP

1. Make sure you have a PhilHealth number (PIN)

If you already have PhilHealth as a government employee/public school teacher, you already have a PIN, so you can proceed directly to YAKAP enrollment.

If someone is not yet registered with PhilHealth, they must first create a PhilHealth membership account.

Since I am a public school teacher, I already have an existing PhilHealth account and PhilHealth number, so I no longer needed to create a new membership. When I checked my YAKAP registration, I noticed that there was already an assigned YAKAP Provider linked to my account, which was the latest clinic/hospital where I had my consultation. This made the process easier and faster since my provider information was already reflected in the system.

2. Choose how you want to enroll

You can register through:

  • the eGovPH App
  • the PhilHealth Member Portal
  • a YAKAP Clinic
  • or a PhilHealth Local Health Insurance Office (LHIO)

I already had an existing YAKAP service provider linked to my PhilHealth account based on the last clinic I have myself consulted, I decided to transfer to a provider that is more accessible and convenient for me. I chose Liceo de Cagayan University - Philhealth YAKAP as my preferred YAKAP provider. The staff assisted me throughout the process of transferring and updating my account through the eGovPH App, which made the transaction smooth and hassle-free.

Here are some ways you could register and setup your account too:

OPTION A — Register through the eGovPH App (Recommended)

Step 1:

Download the eGovPH App from:

  • Google Play Store
  • Apple App Store

Step 2:

Create or log in to your account.

You will need:

  • mobile number
  • email address
  • OTP verification

Step 3:

Link your PhilHealth account/PIN.

Step 4:

Find the PhilHealth/YAKAP section.

Step 5:

Choose your preferred YAKAP Clinic.

You can choose:

  • government clinic
  • rural health unit
  • private clinic
  • hospital-based clinic
For me, I decided to have it at Liceo de Cagayan University - Philhealth YAKAP since they have Clinical Diagnostic Laboratory adjacent to the YAKAP Clinic.

Step 6:

Confirm your enrollment.

After successful registration, your selected clinic becomes your assigned YAKAP provider.

OPTION B — Register at a YAKAP Clinic

You may also walk in directly to a YAKAP-accredited clinic.

Bring:

  • PhilHealth ID or MDR
  • valid ID
  • PhilHealth number
  • The clinic staff can help you:
  • verify your membership
  • enroll in YAKAP
  • assign your clinic/provider

OPTION C — Register at PhilHealth Office (LHIO)

You can visit the nearest PhilHealth office if:

  • you cannot access the app
  • you have portal issues
  • your provider assignment is wrong
  • your membership details need updating

PhilHealth staff can manually assist you with enrollment and clinic assignment.

3. Start availing benefits

Once enrolled and assessed, you may access:

  • consultations
  • laboratory tests
  • free medicines under GAMOT

- depending on your condition and clinic availability.

I availed the services of my YAKAP Provider. The doctor first conducted a consultation and check-up, then advised me to undergo laboratory tests, which I was able to avail for free through the program. After receiving the results, I returned for a follow-up consultation where the doctor carefully explained and interpreted my laboratory findings. Based on their assessment — which I will keep private — I was given prescribed medicines, and thankfully, these were also provided for free since they are included in the list of medicines covered under the PhilHealth YAKAP Program.

These are the laboratory tests requested during my consultation under the PhilHealth YAKAP Program, including Lipid Profile, Complete Blood Count (CBC), and Urinalysis, all for FREE.

Chest X-Ray is also free but I opted not avail it yet.

After the consultation of my laboratory results, the doctor provided the necessary prescription medicines based on the findings. I’m grateful that the prescribed medicines were also given for free through the PhilHealth YAKAP Program since they are included in the list of covered medications for outpatient treatment.

Important reminders

Choose your clinic carefully

Some members online reported being assigned to clinics far from their location or without complete services.

It is better to select:

  • a clinic near your home/work
  • a clinic with available doctors
  • a clinic with medicine dispensing services

Laboratory tests and other benefits may still depend on the approved coverage, availability, and assessment of the healthcare provider. Some laboratory procedures also have limits or may require proper doctor’s recommendation before they can be availed for free. It is still best to coordinate directly with your assigned YAKAP provider for complete guidance regarding the services and benefits available to you.
